The complaints focused on Sen. McCain's support for a European aerospace consortium's bid to build aerial-refueling tankers for the U.S. Air Force. The lobbyists for EADS's U.S. affiliate on the tanker deal included the firm of Tom Loeffler, the McCain campaign's former finance chairman. Mr. Loeffler resigned last month from the campaign.
